Subic-Clark Railway Project (SCRP) will continue its procurement after the lockdown.

This year, billions will be spent for several suppliers, contractors, manufacturers, construction companies and even hardware retailers. This will ensure the country’s economy will jump-start swiftly without any delay. As soon as the quarantine restriction is lifted by the government, the procurement of Subic-Clark Railway Project will resume.

Summary

The Subic-Clark Railway Project is a component of the PNR Luzon System Development Framework providing initial freight service between the Subic Bay Freeport Zone and the Clark Freeport and Special Economic Zone, linking Subic Port with Clark International Airport and other major economic hubs in Central Luzon, especially New Clark City, and forming an integrated logistics hub for the development of Central Luzon as a new growth center to decongest Metro Manila.

Procurement Process

The Government is inviting companies for the engineering, procurement, construction and commissioning (EPCC) of the Subic-Clark Railway Project under the budget of Department of Transportation (DOTr).

The Government of the Philippines (GoP) applied a loan from the People’s Republic of China toward the cost of the Subic-Clark Railway Project (SCRP).

Project Details and Budget for the Subic Contract

Engineering, Procurement, Construction and Commissioning (EPCC) Contract for the Subic-Clark Railway Project.

Procurement Budget for this Project ₱ 45,361,366,040.29

The Intended Completion of the Works is required to be within forty-two (42) months calculated from the Commencement Date of the Contract.

The Department of Transportation through the Procurement Service – DBM (PS-DBM) now invites bids for the design, construction, and procurement under a EPCC Contract for an approximate seventy-one (71) km rail freight connection between Subic Bay Freeport Zone and Clark Freeport Zone, with three (3) numbers of freight terminals for containers handling and one (1) number of depot at Clark Freeport Zone for maintenance and stabling of rolling stocks.

Bidders should have completed, within last ten (10) years, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Sub-section 5, Section II (Instructions to Bidders) and the corresponding Bid Data Sheet.

Bidding will be conducted in accordance with relevant procedures under the loan agreement for limited competitive bidding. The contract shall be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during post-qualification in accordance with 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184 otherwise known as the “Government Procurement Reform Act”.
